This service allows business operators wanting to cultivate cannabis to obtain a provisional operating license from the Rwanda Inspectorate, Competition and Consumer Protection Authority (RICA). This provisional license will allow businesses to acquire the documents required for the final cannabis cultivation license.
The processing time is 2 days, and the service fee is 1,000,000 Rwf.
Prerequisites
A company or an individual must have their Tax Identification Number (TIN).

Passport copy
Letter of recommendation for cultivating cannabis given by RDB
Investment certificate issued by the competent Authority(eg, RDB)
Detailed business plan
Business registration certificate from RDB
Optional attachments
Notarized diploma of qualified personnel

Upon successful submission, RICA will process the application. Applicants will receive an email or SMS notification about any changes in the application status.
Once RICA approves the application, the user will receive their e-license.
