This service allows business operators who would like to cultivate cannabis for medical and therapeutic purposes to obtain an operating license from the Rwanda Inspectorate, Competition and Consumer Protection Authority(RICA). RICA will conduct a field visit to ensure your location or site complies with RICA standards and regulations.
The processing time is 14 days, and the service is free of charge.
Prerequisites
A company or an individual must have their Tax Identification Number (TIN).
Required attachments
Copy of passport
Site layout plan
Business Registration certificate from RDB
Approval of the security plan by the competent security authority from the police
Environmental impact assessment (EIA) report from RDB
Updated business plan
Contracts and proof of qualifications and experience of key personnel: quality assurance person, production manager, and cultivators who shall be present on the site
Laboratory test report as proof that the soil on which the plants will be planted is not contaminated with sludge, heavy metals, or pesticide residues.
Laboratory test results indicate that irrigation water contains minimum permissible contaminants like heavy metals, herbicides, pesticides, and toxicological hazardous substances
Samples of packaging materials and labels proposed for unprocessed products.

Upon successful submission, RICA will process the application. Applicants will receive an email or SMS notification about any changes in the application status.
Once RICA approves the application, the applicant will receive their e-license.
